WELLFLEET\emdash Richard W. Rose, 80, died Jan. 5 at home. He was the husband of Lois (Francis) Rose for 52 years.
Mr. Rose was born and raised in Wellfleet. He served eight years in the US Navy. He owned and captained the fishing boat "The Squid" fishing Cape Cod Bay for many years. For 35 years he successfully ran a well drilling business in Wellfleet. He retired at the age of 70 and enjoyed his grandchildren and wintering in Florida.
Besides his wife, he is survived by two children, Jeffrey W. Rose of Truro, Jennifer J. Brintnall of Wellfleet; two grandchildren; brothers, Charles Rose of Georgia, Eddie Rose of Maryland; a sister-in-law; and many nieces and nephews.
A graveside service will be held Jan. 9, at 11:30 in Oakdale Cemetery, Wellfleet. Memorial donations may be made to the Wellfleet Fire and Rescue Dept., 35 Lawrence Road, Wellfleet, MA 02667.

Man loses license for life after 15th OUI arrest

SOUTH YARMOUTH — A South Yarmouth man was arrested for the 15th time on suspicion of drunken driving after being stopped by Yarmouth police while driving on Route 28 early yesterday morning, police officials said.
William Rose, 59, of Putting Green Circle later had his license revoked for life by the Registry of Motor Vehicles for refusing to take a blood alcohol test, coupled with his driving record and prior convictions, said Adam Hurtubise, a spokesman for the state Executive Office of Transportation.
Yarmouth police had submitted a "Request for Immediate Threat of Suspension or Revocation" of Rose's license after Rose's arrest because his driving is considered a danger to public safety, said Yarmouth Lt. Steven Xiarhos.
Rose has now been convicted nine times of drunken driving, Yarmouth police said, convicted nine times. Most of these were off-Cape, according to police.
Driving in wrong lane
Hurtubise said that Rose had been convicted six times, according to his records. Two cases were dismissed.
Rose was stopped after he allegedly turned into the wrong lane on Old Main Street from the eastbound side of Route 28 around 1:30 a.m., Yarmouth police officials said.
He pleaded not guilty in Barnstable District Court yesterday and was ordered held without bail.
Before yesterday's arrest, Rose's most recent drunken-driving arrest was in 1999. Registry records call Rose a habitual traffic offender. Besides drunken driving, he has also been cited for crashes, speeding, leaving the scene of property damage, operating to endanger and driving an uninsured vehicle.
Rose has the right to appeal his lifetime suspension. The Registry could require him to attend remedial driver training if his license were to be reinstated.
Rose's license — which was categorized by the Registry as a hardship license — was supposed to be valid only between the hours of 7 a.m. and 7 p.m. for employment purposes. However, according to court records, Rose told Yarmouth police that he is unemployed.
Yarmouth Patrol Officer Scott Lundegren spotted Rose's 1994 Toyota Camry around 1:30 a.m. as it was "drifting from side to side in and out of the marked travel lane of Old Main Street, nearly striking the sidewalk curbing in front of the South Yarmouth Library," the police said.
Fails field test
When Rose was pulled over, the police said, his eyes were bloodshot, his speech impaired and there was a strong odor of alcohol on his breath.
The police also said Rose failed a preliminary breath test as well as a number of sobriety tests, including standing on one leg and walking and turning at the officer's instruction.
He was arrested and charged with operating under the influence.
He was also charged with driving without a license, operating a motor vehicle to endanger, failure to stay within the marked lanes, and driving with defective equipment for a missing break light.
Rose is facing felony charges because he has been convicted of drunken driving more than three times.
Police said his car is being held at the police station, pending possible forfeiture as a result of this most recent arrest.
It will be up to the Cape and Islands District Attorney's office to decide whether to seek forfeiture.
